Who gets to play PNC Bank’s new online game?

Well, almost no one. The virtual game, Wallet World, created by Doner, lets players compete for the chance to win from among hundreds of prizes… if they live in the right state. But as it turns out, only residents of seven states and the District of Columbia are eligible to participate. Why then, does the game site allow you to select your location, when 85% of the time you are going to get a message saying “This promotion is not available in your state”? (Albeit, you are allowed to play for fun – you just can’t win any prizes… how fun is that?)

For the PNC Bank marketing department: is there any way to fix this so that people who can’t win prizes don’t feel like they’re being left out? If that’s not possible, why not just delete the states from the list whose residents can’t compete?
